BACKGROUND: The Philippine Constabulary (Hukbóng Pamayapà ng Pilipinas /Spanish: Constabularía Filipina) was a gendarmerie military police force of the Philippines created in 1901 by the American occupational government to replace the Spanish colonial Guardia Civil. Because of their make-up, Filipino soldiers under the command of white American Officers, theparamilitary force was a highly effective force in counter-insurgency. It was the first of the four branches of the Armed Forces of the Philippines.
