Antique 19th Ottoman/Turkish Brass Traveling Inkwell Pen Case, Markings, NICE For Sale

INTERESTING TRAVELING PEN AND INKWELL BRASS PIECE, which to the best of my ability, appears consistent with similar pieces claimed to originate from the "19th Century Ottoman/Turkish Empire". The base of the inkwell has an interesting design that looks to possibly contain letters, and on the stem is seen in dotted characters " S 31". If anyone can help date this or otherwise understand this, I'd be interested in other information.
The piece measures 8" and weighs 9.2 oz. The lids which hold the pen and the inkwell are solidly hinged.
