My Dad was a WWII Veteran (Army Air Corp) and worked over 40 years at a Chemical Plant as a Master Electrician.
I found a little snippet on a tool board about them.
"Simmons Hardware Company was a hardware jobber that would buy hardware and tools from manufacturers at a time, then resell them off in smaller quantities to actual hardware retail stores. They acted like middlemen and distributors. So while the Keen Kutter brand was based in St. Louis, they spread their wares far and wide, having several hundred traveling salesmen to pitch their products to retailers, all the way down to Texas and other locations far from St. Louis.
If it says Shapleigh on the other backside of the pliers that would put them at or after 1940."
