This is an Irice / Irving W. Rice perfume atomizer, and that round foil label is the key. It reads as an Irving W. Rice Co. import with “Made in Germany U.S. Zone”, which dates it to the post-WWII occupation period, roughly late 1940s to early 1950s. Comparable Irice atomizers from this era use the same Germany/U.S. Zone labeling.
Condition: Vintage condition with age-related wear to the gold-tone metal and floral decoration. One yellow flower petal is missing, as clearly shown in the photos. Remaining flowers, rhinestones, and decorative elements appear largely intact. Glass bottle appears free of major chips or cracks. Please review all photos closely.
