You are offerding on a vintage 10 inch grip vice grips made in the Japan Chrome Vanadium.

I actually stopped at a  garage sale in my  55+ gated community and while it was mostly all newer stuff there were some antique/ vintage tools that I picked up. The vice grips are in great working condition and are marked. I did wipe down the item with some WD40. Items in this sale are sold in as is as found condition .
