Secretary Cortelyou announced today that Herbert Knox Smith had been appointed deputy commissioner of Corporations in the department of commerce and labor. Mr. Smith is a resident of Hartford, Conn., a Yale graduate and a lawyer. He was a member of the judiciary committee of the Connecticut legislature. and has given particular attention to various measures relating to corporation laws. .
