This appears to be a handcrafted ceramic fish serving bowl by artist Julie Ueland from Backsplash Pottery in White Salmon, Washington, but cannot be confirmed: featuring a speckled white interior, a painted fish motif, and a dark teal rim.

NOTE: A 1/2” shallow chip is present on the bottom underneath rim. Cannot normally be seen and doesn’t affect the flat sitting feature. See pics.
