1902 British Vesta with Iron Cross For Sale

Based on my web research and mostly identified by the British military code Rd 387671, this item was produced between 1902 and 1903. The interesting bit is that it “honors” Kaiser Wilhelm with the Iron Cross and his insignia “W” on the front. I cannot explain the fact that it was produced prewar yet displays WWI descriptors. Though I am told this novelty might make it a more interesting collectible.
As expected the item is patina-tarnished and I left it that way, except for the bottom which I cleaned partially so I could read the military code. The item is either silver-plated, some sort of metal or judging by the area I cleaned, possibly brass. Beyond the tarnishing, the Iron Cross has chip and the date and crown are quite worn likely by usage.
