The front is a color lithograph of a young woman in winter dress, a brown fur-trimmed coat over a blue skirt with a fur hat and boots, holding up a Canadian Red Ensign with the Union Jack in the canton and a quartered shield on the fly. The card is numbered No. 22 above the caption Canada at the bottom. The back is printed in red and shows an open pack of Scissors Cigarettes, W.D. & H.O. Wills, Bristol & London.
The shield on the ensign shows four quarters, the arrangement used on the Canadian Red Ensign in the years after Confederation and before later provinces were added to the design.
W.D. & H.O. Wills was a tobacco manufacturer based in Bristol, England. The firm was the first British tobacco company to issue cigarette cards, beginning with a set in 1893, and its Scissors brand was produced largely for export markets. In 1901 Wills became a founding member of the Imperial Tobacco Company of Great Britain and Ireland, formed in response to the American Tobacco Company\'s entry into the British market.
