a bit of a mystery...no name or label....goes to a woodworking lathe for indexing your wood piece is my guess.the handle has a spring loaded pin that ratchets into the grooves on the plate that is numbered.it has a stop that can adjusted with the wingnut. Has a screw face plate and a spur on the other end.4 holes on base to connect your wood to adjust height for your lathe bed.
